1. INTRODUCTION

SAIPA™ is inviting proposals from potential service providers for the following services:

SAIPA™ is one of the leading Accountancy Institutes in South Africa with over 10 000 members and over 35 years of experience. SAIPA represents qualified Professional Accountants (SA) in practice, commerce and industry, academia and the public sector.

SAIPA™ has been a pioneer in the South African economy, contributing to the advancement of the accountancy profession, influencing legislation and constantly transforming to keep abreast of business, financial and social developments in the country and internationally.

SAIPA™ is based in Midrand, Gauteng with regional representatives spread across the country and remotely interacting with the head office.

2. TERMS OF REFERENCE

The purpose of this request for proposal is to appoint a service provider that will Design and Compile SAIPA™’s Annual Integrated Report (AIR) for a period of two (2) years.

2.1 Scope of work

The successful bidder will be required to provide Design and Compilation services as below:

  • Concept and design for 2020 report
  • Writing (which includes):
    • Industry and company research;
    • Development of a reporting framework and initial suggestions for improvement opportunities, based on the IIRC IR Framework and leading practice;
    • Preparation of a language style guide;
    • Interviews with relevant individuals
    • Two working sessions (brainstorm sessions) (up to two hours each) to clarify content related matters;
  • Drafting the AIR through a combination of interviews, completed templates as well as other documents and information received from SAIPA™;
  • Proofread all documents and information provided for grammar, language, formatting or any inconsistencies;
  • Editorial Support-from a language and technical perspective;
  • Provide updated report content following internal reviews of the draft report, and up to two content-related touch-base meetings for each draft of the report;
  • Advice on additional improvement opportunities during the writing process; and
  • Liaise with the design team for infographics required in the AIR
  • Typesetting and proofreading including all corrections up to and including supplying of a third proof
  • Printing of integrated annual report (100 copies)
  • Provide web friendly PDF
  • Stock images

2.2 Evaluation Criteria

Stage one – compliance

Compliance with administrative requirement stated in the bid documents – at this stage bidders that fail to provide the required information may be disqualified for further evaluation.

  • CIPC Company Registration Documents
  • Valid B-BBEE certificate/ Affidavit
  • Valid Tax Clearance Certificate or SARS generated PIN
  • Business profile
  • Anticipated resources you will assign to this project (total number, role, title, experience)
Stage two- functionality

Bids that score less than 70% of the points for functionality will be eliminated for further evaluation.

Stage three- Price Evaluation

Should the proposal be successful in the Technical Evaluation, the proposal will then be subject to evaluation based on pricing and B-BBEE criteria.

  • Pricing to be done according to the scope of work provide
  • All price quoted should be inclusive of VAT

The following weighting of criteria will be used for the evaluation of the proposals:

The South African Institute of Professional Accountants (SAIPA™) is one of the leading accountancy institutes in South Africa representing suitably qualified Professional Accountant (SA)’s, in practice, commerce and industry, academia and the public sector.

SAIPA™ is looking to appoint a panel of suitable service providers to provide legal services for five (5) years. The service providers should demonstrate a proven track record of the provision of such services and should ideally have established offices in Gauteng.
